Revolve wins O-licence despite reservations

Evesham-based Revolve Waste Management has been granted an O-licence despite concerns that it was operating vehicles illegally under the licence of a previously associated company. West Midland deputy traffic commissioner Roger Seymore granted Revolve a licence for nine vehicles, but was considering action against the licences of previously associated companies Betta Bedding and WCR Vehicle Hire, which was sold last December.

It was heard that on the sale of WCR it was agreed the O-licence  could continue to be used for previous owner Nicholas Spencer's continuing business until Revolve could obtain an interim licence. That was before legal advice was obtained. Spencer said he believed they could operate under the WCR licence with the authority of that company's managing director. He now knew that was not possible, having taken legal advice.

The situation was corrected the very next morning by putting two vehicles on the Betta Bedding licence. Spencer said he had made some very serious changes and a transport consultant's report showed the vehicles were operated satisfactorily and that he required seven or eight vehicles as of now. Accepting the surrender of the Betta Bedding licence, Seymour said there had been unauthorised use but he accepted the company had genuinely believed it could operate under the WCR licence.
