A licence bid by the wife of a Stoke-on-Trent haulier was turned down by West Midland Deputy Traffic Commissioner Roger Seymour on financial grounds. Helen Jones, trading as HJ Services, of Brown Lees, Stoke-on-Trent, had applied for a new national licence authorising the operation of two vehicles and two trailers based at Neo Commercials, Longport, at a Birmingham public inquiry but failed to appear.
The nominated transport manager was Steven Cooper. In February 2006 her husband, Jason Jones, trading as JJ Transport, of Biddulph, Staffs, was granted a licence authorising the operation of two vehicles and two trailers based at Sneyd Green, Stoke-on-Trent, with the same nominated transport manager.
The DTC said that though Helen Jones had said she might wish to withdraw her licence application she had not confirmed this. She had failed to produce evidence of financial standing that was separate and apart from the funding for her husband's licence and her application was therefore refused. An O-licence applicant must show, among other things, that they have enough finance to properly maintain the authorised vehicles applied for and to ensure the proper administration of the business.
