The government has backed down on proposals which would have jeopardised the independence of traffic commissioners (TCs). The Local Transport Bill has no provision for a Board of Traffic Commissioners or the introduction of fixed term contracts.
But the government remains firm that TCs should be more accountable for their performance and has now created powers to dismiss TCs that are "systematically underperforming". The Bill also allows the DVLA to ask for data from foreign drivers linking number plates to registered owners, to aid enforcement of local road pricing schemes.
