
Logistics provider IT Williams has questioned VOSA's certificate-replacement policies.
After losing its Reduced Pollution Certificate (RPC), the company was informed that, although VOSA had records stating IT Williams' vehicle did not need testing until September, the lorry would still have to be re-tested at £28.
Huw Davies, transport manager at IT Williams, explains: "We are a small family business and we want to help prevent global warming but even with this, they refuse to duplicate the certificate."
With respect to the yearly test, a spokesman for VOSA confirmed that there is no compromise for lost certificates: "We don't want to give out duplicates."
While not suggesting that IT Williams was doing anything wrong, he adds: "It's obviously an opportunity for fraud."
The RPC is an incentive for greener trucks, under which qualifying Euro-5 vehicles pay reduced VED. Currently without the RPC, the 26-tonne vehicle in question will have to pay full price.
VOSA confirmed that annual test certificates can be replaced for a £12 fee. The RPC costs £28, or £17 if carried out at the same time as an annual test.
