Disqualification for hauling waste on wrong licence

Two directors for a London-based environmental waste company have been disqualified after they carried waste for a specialist demolition contractor on a restricted licence.

South Eastern and Metropolitan deputy Traffic Commissioner Christopher Heaps said the behaviour of David Short and Rebecca Osborne in failing to produce any driving records or declaring five convictions for using a non-specified vehicle and an O-licence with intent to deceive was so serious they should both be disqualified  from all traffic areas.

A Public Inquiry in the directors' absence heard how a City of London Police visit to the Alpha Environmental Tipping Services' premises in Bexley found no evidence of any vehicles, company offices, company records, officials or employees.

A follow-up interview with one of the company's customers, Keltbray, revealed that Alpha should not have been carrying its controlled waste when it only held a restricted licence.

The company later pleaded guilty to the offence but it failed to report these convictions, and repeatedly failed to produce company records on request. The DVLA also found evidence that 10 cheques presented by Alpha to the value of £7,960 were dishonoured and returned unpaid by the bank.

Heaps said he couldn't be satisfied that the company had sufficient finance and, therefore, he would revoke the licence. He also said Short and Osborne should be disqualified  for three years.
