Mayor aims to free up London

London mayor Boris Johnson has asked Transport for London (TfL) to work on a plan that includes re-phasing traffic signals, getting utility companies to minimise the impact of their works and securing powers to fine organisations responsible for messing up London's roads.

The move follows the publication of TfL's sixth annual impact monitoring report, which has  shown that traffic flow has returned to levels experienced before the Congestion Charge was introduced more than five years ago.
