Stephen Tetlow, chief executive of VOSA, has resigned after four years at the helm to become the new chief executive of the Institution of Mechanical Engineers (IMechE).
He told the Transport Committee yesterday: "We have achieved so much but now is the time to move on."
In an additional statement from IMechE, Tetlow said: "I am delighted to be joining the institution at what I believe is one of the most critically important and economically challenging times for engineers and our engineering profession."
Tetlow, previously head of the Royal Electrical and Mechanical Engineers (REME), joined VOSA in December 2004 following the retirement of Maurice Newey. Newey had been appointed chief executive of the Vehicle Inspectorate in 1998 and became the first chief executive of VOSA in 2003.
