This is a now-forgotten technique for easing access for daily checks for oil/water etc.
The Pegaso seems to have cracked just forward of the second spring hanger, common on trucks where the double rail ended at this point. A good idea to inspect trucks carefully here.
A bit late for this one, Pete, but it's probably easy to inspect it now
On the theme of the 20's truck I remember seeing some pictures a while back of a Ford Transit car transporter that pivoted just behind the cab in a similar way to this in order to load the cars. I'm sure someone will know more about it.
