I'm going to guess. It looks like it's about a bloke's height and an armspan's width, so I'm going to guess it's for use in a city with lots of narrow alleyways bewteen buildings.

It says Stockholm on the side, a place I've never been but would it be fair to assume there are a lot of narrow alleyways in that there city?

It's an AlleyCat, developed by the Stockholm Fire Brigade and Countermine Engineering (who also assembled it). The ladder, that reaches 20 metres, is made by Metz.

Built for use in the old town, a part of Stockholm with a lot of narrow alleyways just as Stu assumed.
